Addressing a Bharatiya Janata Party (BJP) rally at the conclusion of the party's national executive meeting here, Modi referred to Sonia Gandhi as "Madam Sonia" and wondered why she had not spoken on the Bhopal verdict.
"Why are you quiet on Bhopal, Madam Sonia? The country wants to know who was the Maut ka Saudagar in Bhopal," he said.
"Speak up. Break your silence. The country wants to know what happened in Bhopal," Modi added.
Modi sends `Maut ka saudagar' ghost back to Sonia
The "Maut ka Saudagar" barb was used by Sonia Gandhi in reference to Modi during her campaign for the Gujarat assembly polls in 2007. It referred to the 2002 communal riots in Gujarat in which over 1,000 people, most of them Muslims, were killed.
The BJP has attacked the Congress over the release of Union Carbide chief Warren Anderson, an accused in the Bhopal gas leak case, saying the party should seek forgiveness from people on the issue. The Congress was in power in Madhya Pradesh and at the centre when the gas tragedy took place in Bhopal in 1984, killing and maiming thousands.
The BJP has been highly critical of the manner in former Union Carbide CEO Warren Anderson was permitted to leave the country in the wake of the Dec 2-3, 1984 Bhopal gas tragedy that killed thousands instantly and many more in the years since.
A Bhopal court last Monday sentenced seven former Union Carbide India Limited officials to two years imprisonment but they were immediately granted bail.
Modi sends `Maut ka saudagar' ghost back to Sonia
In his nearly 30-minute speech, Modi also attacked the Sonia Gandhi and the UPA government over the price rise. He said the rise in prices of essential commodities had made life difficult for common people but the leader of UPA was keeping quiet.
Modi, who came under attack from Bihar Chief Minister and Janata Dal-United leader Nitish Kumar over an advertisement which referred to the relief work done by the Gujarat government in the state, said the BJP's politics and its mantra was development.
He also spoke of the development strides made by Gujarat and thanked the people of Bihar for "showering affection" on him.
Ignoring Nitish Kumar, the Gujarat chief minister praised BJP leader and Bihar Deputy Chief Minister Sushil Modi for the development strides made by the state under the National Democratic Alliance government. He steered clear of the controversy over the advertisement featuring him and Nitish Kumar.
Modi also charged the UPA with not doing enough to contain Maoist violence.
"The centre is not taking any tough action against Maoists," he said, adding that some people in the ruling party see it only as a socio-economic problem.
"The socio-economic condition suitable for growth of Maoists was created by the Congress party that ruled the country for over 50 years," he said.
Meanwhile, the BJP on Sunday ended its two-day national executive meeting with a scathing attack on the Congress-led United Progressive Alliance government and its chairperson Soni Gandhi for failing to control rising prics, increased Maoist violence and the handling of the Bhopal gas tragedy case. A rally at the end of the national executive meet witnessed an all round attack by BJP speakers on the UPA.
In his speech, BJP president Nitin Gadkari attacked the Congress for permitting Anderson to leave the country. "What was the need to send him out of the country?" he asked.
In a resolution passed by the party at the meeting, BJP described the first year of the United Progressive Alliance (UPA) government's second stint as disappointing, just like the "general unsatisfactory record" of UPA-I.
The party strongly criticised Prime Minister Manmohan Singh, saying he had not been able to curb the price rise despite being an economist.
The BJP accused the government of being soft on terror and condemned the delay in clearing the file of parliament attack convict Afzal Guru.
It said the first year of UPA-II showed the "inability of the prime minister" to take any action against "notorious cases of corruption", referring to the 2G spectrum scam, and accused UPA ministers of "lobbying for IPL (Indian Premier League) franchise".
In another resolution, the BJP accused the government of conducting "systematic manoeuvres to destabilize and derail" non-Congress or non-UPA state governments and especially targeting popular BJP chief ministers like Modi.
BJP veteran L. K. Advani, in his concluding remarks at the meeting, said the BJP and the erstwhile Jan Sangh had played a major role in fostering democracy in the country. He said that the Congress government was not alive to the Chinese activities on the border in 1962 and added that there was a vast difference in the level of infrastructure in border areas between the two countries.
Party MP from Patna, Shatrughan Sinha, who had earlier indicated that he would not attend the rally, gave vent to his feelings.
"I fail to understand the way the party is being run. Senior leaders like Yashwant Sinha, B.C. Khanduri, Arun Shourie and Hema Malini are being cornered," Sinha said, adding that the issue of BJP's functioning should be raised at the party level.
The national executive meeting was attended by top BJP leaders like Sushma Swaraj, Arun Jaitley, Rajnath Singh, M. Venkaiah Naidu, Ananth Kumar and the chief ministers of BJP-ruled states.

Is law and order a consideration for a criminal to be allowed to escape with Govt machinery? or not hanged ( Afzal) for years even if pronounced guilty by non other than the Supreme Court of India , for as haenous crime as attack on parlimaent of India? Even if it is, is the right way to run a state? In that case no body should be prosecuted, or all those who can make rucuous should be freed or not tried. Well, well, who are they fooling to? Are we Indians so stupid to take on these arguments?
@ matpan
It is not an issue that Mrs Sonia is sensible or not… It is loud and clear that ConGress has “Got the money in the exchange of the death of 15000 people and let go Mr Anderson” …weren’t they human? Are you a dead brain? All human are equal and the Godhra riot were triggered by burning 60 Hindus… where were you that time? if any of your leader or organization would have said sorry to Gujarat…. Then nothing would have happened… SO DO NOT BE BIASED… WE ARE HERE TO GET JUSTICE … FOR ALL HUMAN… NOT ONLY FOR HINDUS OR MUSLIMS
Besides the loss of innocent human lives the incident has demonstrated before the whole world that  :
 - Indians can be purchased over a phone call !
- It is LEGALLY possible to install untested technology , do away with safety norms
and drastically reduce the cost of operations in India
- The Learned Political Leaders of India will support the ndustries for a consideration
that would not increase the costs too much
- Local Indians can be hired (at a very small cost) to run the plant and machinery.
Now we want Obama to use his power as the US president for sorting out this issue !
May be Mr.Singh receives a call from him now !

alpha is so biased(mad) against Modi  that dont want to listen/understand
What should be our concern ?
1. It is not the Q of Modi or Sonia but keeping Nations Pride. AND THIS is SOLD by Cong. Time & Again. Had Netaji been cong. President in 1931 cong. or on choice of First PM Ghandhi's tilt for Nehru be monitored, We had shown Better than the Magic shown by JAPAN after Nuclear bombing on 2 cities. Nation had already paid enough for Gandhis love to Nehru.
2. It is clear that Anderson could escape because cong. was paid. Leave aside Role of then PM. or whether Mm Sonia could play a role that time or not. But Now What she had to say? This should not be ignored. But ignroing all these facts some people mostly (those hasitate to even disclose their identity, bark to comment as 151250,kumar19,Bobby Sakariah, jirasi, matpan, alpha amshul,JPD999) It seems these people had shared that Anderson Money. How much they know about Sonia that they are so confident about her Goodwill created by Media Purchased in the name of Huge Ads for crores of Rs. by Central Govt. & MNCs. looting this Country.

Unfortunately, hopeless comments from hope India? What india could hope now? may it be accident, but honourable escape of Anderson by state Govt.? What was CM's interest? Sequense of calls from US Pres. to PM house, PM house to CM/MP, his pro active actions all are by accident? Tragic incident don't allow me to laugh on foolish comments! but your commitment to defend Sonia stands nowhere before my commiment to defend my country! Nation first & non else!
Bhopal gas survivors appeal to Obama for action against UCC-
"Your (Obama) tough stand against British Petroleum for the oil spill in the Gulf of Mexico is worthy of emulation by other governments around the world and the same yardstick should be applied to the Bhopal Gas tragedy involving a US company," the memorandum, scripted by, Bhopal Gas Peedit Mahila Udyog Sangathan, an NGO working for the disaster victims, said.
The GoM has been asked to assess the options and remedies available to the government in the light of the Bhopal court's verdict in the gas tragedy case-PM.
